Under this model,judicial councils – bodies with a substantial number of judge members – decide on judicial careers (appointments, promotions, transfers, etc.), as well as financial and administrative matters affecting the judiciary. Judicial councils can be strong, moderate, or weak, depending on the scope of powers concentrated in such bodies.
